CORPORATE FINANCE & CONSUMER:
The Corporate Finance and Consumer Department has supervisory responsibility for capital markets through the administration of the Securities and Futures Act, the Business Trusts Act and the Singapore Code on Take-overs and Mergers. It regulate: (i) the offering of securities, business trust, Real Estate Investment Trusts and collective investment schemes; (ii) the conduct of takeover and merger transactions; (iii) the disclosure of interests in securities of listed entities and (iv) SGX as a listed entity. It also houses the Consumer Issues Division which spearheads initiatives in financial education and coordinates MAS’ responses to consumers who have disputes with financial institutions.

MARKETS POLICY & INFRASTRUCTURE DEPARTMENT:
The Markets Policy and Infrastructure Department formulates policies on capital markets to ensure fair, orderly and transparent markets, and safe and efficient financial market infrastructures. It is also responsible for formulating policies on market conduct to achieve fair outcomes for investors and shape corporate governance standards. In addition, the department has supervisory responsibility for market infrastructure, including exchanges, central counterparties, the central depository, trade repositories, and benchmark administrators.

The Policy, Payments and Financial Crime Group formulates prudential and cybersecurity policies for financial institutions, and conducts surveillance of the financial system.

ANTI-MONEY LAUNDERING DEPARTMENT:
The Anti-Money Laundering (AML) Department upholds Singapore’s reputation as a clean and trusted place to do business by strengthening the financial sector’s defences against money laundering, terrorism financing and proliferation financing. The AML Department develops sound regulations, conducts targeted risk-based supervision in collaboration with MAS’ supervisory departments, and works closely with the public and private sectors to coordinate the broader national effort against such illicit finance.

ENFORCEMENT DEPARTMENT:
The Enforcement Department upholds the integrity of Singapore’s financial markets by deterring unlawful and improper conduct through effective surveillance and enforcement. It carries out enforcement functions across the banking, insurance, capital markets and other sectors regulated by MAS, employing digital forensics, market surveillance and data analytics to support such work. Offences under the Securities and Futures Act and the Financial Advisers Act may be jointly investigated with the Commercial Affairs Department. The Enforcement Department is also actively involved in international work through the International Organisation of Securities Commissions (IOSCO), specifically through providing assistance to overseas regulators and representing MAS in the IOSCO Screening Group and Committee 4 (on Enforcement and Exchange of Information).
